It turns out that a member of the Trump team was actually under surveillance after the FBI secured a very difficult to obtain FISA warrant.

Carter Page, who was an adviser to the Trump team had been the recipient of a recruitment effort by Russia. He has ties to Russian energy company Gazprom, has been highly critical of US policy toward Russia, and has openly praised Russian leader Vladimir Putin.

He has not been implicated in any crime, but it should be noted that in order to get a FISA warrant, government officials have to show significant reason for the need to monitor a citizen’s communications. Clearly strong suspicion existed that either he was colluding with Russia or would lead to some kind of evidence of Russia’s meddling with our election.
